Cost Recovery at NICNAS - Principles and Practices Manual

The purpose of this document is to establish overall principles used in the formulation of NICNAS fees and charges. The principles and practices outlined in this document reflect current NICNAS practice. 

The procedures and practices in this document were previously outlined in a range of internal documents. In 2007, the Australian National Audit Office (ANAO) conducted a cross portfolio audit of three cost recovered agencies, the NICNAS, IP Australia and Insolvency and Trustee Service Australia (ITSA). The ANAO report “Management of Cost Recovery by Selected Regulators” (2008) concluded that the audited regulatory agencies had cost recovery procedures and practices which complied with the Government’s guidelines and that these agencies incorporated sound practices in cost recovery management. The ANAO noted, however, that the agencies did not have a consolidated cost recovery procedures reference document, which was likely to create inefficiencies in agency management of cost recovery, and made access by customers and stakeholders difficult. The ANAO recommended that the current practices and procedures be consolidated into a single reference document. The Cost Recovery at NICNAS – Processes and Practices Manual has been developed and released on the NICNAS web site as recommended by the ANAO report.  The Auditor General’s report is available at    http://www.anao.gov.au/~/media/Uploads/Documents/2007%2008_audit_report_23.pdf

NICNAS is currently preparing a Cost Recovery Impact Statement (CRIS) in accordance with the Australian Government Cost Recovery Guidelines July 2005. The Cost Recovery at NICNAS - Principles and Practices Manual will be updated as required, to reflect any change to NICNAS’s cost recovery principles and practices arising from the CRIS.
