Changes to Permit Categories for Low Regulatory Concern Chemicals (LRCC)

Amendments to the Industrial Chemicals (Notification and Assessment) Amendment Regulations 1990 that give effect to the outstanding LRCC recommendations have been finalised. These recommendations will be introduced in stages with the following changes to the permit categories (LVC, CUP, EIP) now available:

  • Increase in volume for low hazardous chemicals introduced under the Low Volume Chemical (LVC) Permit system;

  • Introduction of highly controlled low risk chemicals under the Controlled Use Permit (CUP) system;

  • Extension of the Early Introduction Permit (EIP) system to low hazardous and highly controlled low risk chemicals;

  • Free EIP for non-hazardous chemicals and polymers and polymers of low concern.

Changes to the permit categories as a result of these amendments are detailed in the Chemical Gazette December 2008. The intent of the changes to the categories is to provide options for the introduction of chemicals of low regulatory concern.

To facilitate smooth implementation of the changes to these categories, NICNAS would like to consult with industry regarding the clarity and usability of the forms and guidance which have been developed prior to publication on the NICNAS website.
