BILATERAL – MULTILATERAL NOTIFICATIONS UNDER WORKSHARING AGREEMENTS

 

The purpose of this page and the associated links is to provide guidance for companies about the work sharing arrangements for the notification and assessment of new chemicals. It outlines the current bilateral and multilateral arrangements for new chemicals notifications.

 

Australia (NICNAS) is one of the few countries in the world that recognises comparable overseas assessments under the industrial chemicals regulatory framework, in order to increase the effectiveness and efficiency of the new chemicals scheme. This has been achieved through the establishment of bi- and multi-national agreements for sharing of assessments.

 

Under the co-operative arrangements with Canada, the United States, and the OECD Clearing House on New Chemicals, industry can benefit from reduced fees and minimisation of duplication of assessments for new chemicals notified in Australia. If assessment reports (pre-REACH) from EU countries are available to notifiers, these can also be provided with new chemical notifications, allowing a reduced fee to apply.

 

This has also been facilitated by the Low Regulatory Concern Chemicals reforms to the new chemicals program, which added flexibility to the program and is designed to reduce duplication of efforts by recognising overseas assessments of comparable standard with fee incentives..
